oil on sparkplugs

I just pulled my plugs today to replace them and there is oil near the threads on the plugs. What could this indicate? Rings going bad? The car dosent seem to have any problems but I havent been able to put it on a dyno to see if its putting out the right amount of power. Oil was changed roughly 1500 miles ago but my oil level is only marginally lower than it was when it was changed. I have also been seeing black(carbon?) deposits on my rear bumper. Thanks for any ideas.

Oil on the threads means your gasket is worn. If it was actually on the electrodes you would observe a black shiny appearance. If that was the case you would also be seeing smoke from the exhaust. The latter would most likely be from worn rings. It sounds like you just have a leaky gasket.

hahah yep Spoon Head Gasket.... on sale now in the parts classifieds I am thinking about getting one, b/c I wanna change all the gaskets and seals on my my engine along with a new oil pump but I am kinda tight on cash now.... I hope by the time i get the money for it he still has them!!
