New PS Pump making noise

I am on my 3rd power steering pump this year. I got the first one in the winter because when i start the car the steering wheel would start turning by it self for a while (it seemed to me like something was frozen). Then one day i hurd a loud click and then I had no PS and there was a lot of play in the steering wheel. So I replaced my rack & pinion and PS pump then everything was normal EXCEPT the fact that the PS pump was making a whining noise (something like Supercharger). After severla mounths the pump started leaking. And a week ago it finally stopped working. Good thing that it has lifetime warranty. So i installed another rebuilt pump this morning and when I started the car it sounded fine for about 1-2 seconds and then the whining sound was back. I did not drive it yet since i did not finish bleeding it (turned the steering wheel lock to lock 20 times with wheels of the ground and engine off, tomorrow i will do the same thing with engine on, and then test drive it). OK sorry about the long story, i just wanted to give you and idea of what was going on. So here is my question: Why is the secong pump still making that noise? What could be the problem? New pump, new rack, fluid was replaced over the winter ( i did not drive the car very much so far this year less than 5K miles).

Any imput is greatly appriciated.

P.S. I searched it but it did not seem that anyone here had to go through 2 pumps in less than a year. (According to other posts it will not be very long until this one goes too since is making that sound)

BTW the car is a 94 VTEC (h22a1)

do you see bubbles in the PS fluid reservoir even when you try to bleed it? maybe there's air entering the system

yes, it is bubbling (looks foamy), it there a trick to find where air is entering or am i just guessing and checking everywhere?
