Your best course of action would be:
1) Get the ECU that matches your engine. This shouldn't be tough since there are tons of H22A4 (manual) ECUs floating around because lots of people reverted to OBDI.
2) Fix your knock sensor. It's not causing your problems, but do it anyway.
There's no sense in chipping a P28 for your OBDII motor unless you've done some modifications. You're better off (financially and chronologically) just getting a VAFC (I or II) and fixing the A/F ratios. That's IF using the proper ECU doesn't already fix it.
