Does Mugen make a Twin-Loop exhaust that fits and is tuned for a 4-Gen prelude?

Short answer, No.

But, you can get the muffler section from a 5th gen, and have a custom mid-pipe made to join your cat to the BB6 muffler. It's been done before.

If you are interested, I know it's still pricey, but there's always people selling their mugen exhausts somewhere. You just have to keep your eyes open.
