MIL Engine Off - FAIL (Emissions Test)

Hey guys. My car failed emission inspection because apparently my Check Engine light is not working... The Check Engine light won't turn on when I start the car.

I guess it can either be the light itself or the fuse. Can anyone help me troubleshoot? I've been searching for a bit but coming up short. Hopefully it's just the fuse, but if so, where is the particular fuse for the Check Engine light?

If it's the light itself, can anyone suggest how I could fix myself?

Did they use a code reader to see if any codes are present? Most likely the previous owner or dealer selling the car removed the bulb so they would not have to worry about fixing and clearing the codes to sell the car. OR maybe the CEL has been on for SOOO long that it has burned out. I would try replacing the bulb first and go from there.

The mechanic pulled a P0141:O2 code (Sensor Heater Circuit Bank 1 Sensor 2)... but I don't think this has to do with the CEL not turning on.

How would I replace the bulb? I hope I don't have to take apart the whole dash.

You're gonna have to take the right half of the dash apart.

Need to remove the tweeter covers, about 6 screws that hold the top plastic trim piece, and a handful of other screws to get the smoked cover off and gauges / indicators out.

G_Loc, thanks brother. I managed to take apart the dash and locate where the CEL is. It's actually missing!

Would you happen to know the specs on the CEL so I could order a new one? I am trying to replace it with another one of the dash lights but they seem to be a bit bigger and won't fit. The back of them say "STANLEY V-2" but I'm guessing the CEL should be different.

Honda Automotive Parts

There's 3 different kinds of bulbs there. I'm not sure which is the CEL in that diagram
