Loss of power

I have a 92 Prelude h23A1 engine. After warming up and temp. are normal I have no power for take off until I get to a certain speed. I was told it can be something wrong with exhaust. converter my be clogged. But I figure it wouldn't run at all. Or the control valve starving the engine of air.
It is fine when it is cold except for the idle (surging) that is because my air control idle valve. Also running at 65 to 70 MPH my tach is about 3400, is that normal?

A bad TPS can cause all those symptoms

As far as your RPMs, that's normal

It sounds like you have the common issue with the H motors. It's when warm take off has little power until about 3K-3.5K RPM and all power comes right back in. Do a little a search and you'll see it as a common issue. Currently it from what I gather it sounds like a clog EGR ports on the intake manifold. Then again there is the knock sensor, cat, timming, etc that has seem to fix the issue for some. Again do some research on it and you'll see what I mean.
