limp mode help please

ok so im pretty sure my car is in limp mode there are no near shops to help me so anyone have any idea how i can get it out and figure out wtf is wrong with my lude?

its sputtering pretty rough at idle..when i hit the gas just all the time. and it red lines at about 3500 rpms not even time for my vtec to kick in. i just let it sit over winter. started it twice a week but for some reason it just started acting up..........and how do i pull those codes

do i have to take it to a shop to get it fixed or is it something i can fix at home
