Kick Panel Fuse box

I have a question about the fuse box under the kick panel. I'm looking at hardwiring in power cables for my radar and gps systems, to eliminate the wires cords and cigarette lighter mess. I already have wires made to do it, but need to find a way to hook them to power.

I previously had an alarm system installed, guy who sold it to me had a shady cheap one on it, that I recently ripped out. It was plugged into the fuse box in some spots I have seen on a few wiring diagrams, but they have never been marked anymore then just shapes to show that they're there. No explanations on it. I want to know if these are aux power spots, or what. If not, what else I could do to run the power cables to... well, power.

It's set up like this under most of the fuses, with numbers. Circular holes with flat plug pins in it
