I wouldn't try to take them apart if I were you. You may just be opening a whole new can of worms if you do and risk damaging the assembly.
I would take the light off and let it dry out in a nice dry place in your house. You can even use a hair dryer on a low setting to help dry up some of the moisture. Once everything is dry I would look over the entire light for any cracks. If you can't find any cracks in the plastic, then I would use black silicone around all the areas where the plastic backing meet the lense.
I've heard of too many people ruining their lights by trying to open them. If you absolutely have to open them then it is as simple as heating the silicone which holds the lights together to a point where it becomes pliable and can be pulled apart. People normally use heat guns to do this but you HAVE TO BE CAREFUL NOT MELT ANYTHING.
Did you make sure that the rubber gaskets on the back of the lights (surround the H4's and H1's) are on tightly? If they are loose then moisture can enter.
