JDM h22a with a USDM ECU?

I noticed everyone mentioning that the JDM H22a had a governor of 110 mph, and I have no idea where this governor is but I was guessing it was on the ECU, if its in the ECU, is it possible to use a USDM ECU on a JDM engine? Hell, with a 110 mph governor, cars like the *ack* Ford Focus could come back and pass you in a race...
