jdm foglights not coming on. plz help!

So I just got a set of foglights. They came with plugs attached, I bought a relay, and paper clipped the switch as found online. Once I turned lights on they didn't come on and relay is buzzing. Did I hook something up wrong or forget something? Maybe I have a defective relay? Any advice I've been searching but a lot I've found had to do with wiring on aftermarket swich. This is not my case.

Is the relay grounded where it supposed to be under the steering column?

Yea I found the problem. I can turn a wrench but lack knowledge on electrical stuff. What I did was put paperclip in prongs as seen online. I should've used common knowledge. Later it dawned on me that I didn't put clip into black ground. Plz forgive my idiot mistake. Like I said I don't do electrical. Thanx for replying though.
