Idle surge STILL after replacing EVERYTHING!!!

Ok... I'm about ready to part this POS out.

92 Si H23 auto

So far I've:

Replaced TPS and gasket (new)
Replaced MAP (off running car)
Replaced IAC (new)
Disassembled FITV, cleaned, new gaskets
Replaced any vacuum lines that looked bad
Replaced intake manifold gasket (THAT was awful to do)

The car still has the same surge that it did before. It's at idle and decel or very light accelleration. More than 1/4 pedal to WOT is fine.

Sometimes the car will idle fine and sound perfect till you put it in gear; then it won't rev past 2k and chugs at idle... almost like a limp mode or something. Won't stop till you rev past 4k. Video of this is below.

This is my first Honda and very well might be my last if I can't figure this out!!!!!

Tried bleeding the coolant to make sure there's no air in the lines? Also check the throttle body gasket, do this by spraying some TB cleaner on it and if the engine sputters then there you go, should have checked the IM gasket this way before doing all that work.

high idle controler

i had this same problem with my h22 its prolly your high idle controller theres a big screw type thing inside it thats loose. its on the side of your intake manifold. im almost positive this is what it is cause mine did the exact same thing. if you need help finding it go buy a manual for it from chilton.

Jam it into the harness where the wires go in. I've used safety pins in the past since they are thinner
