Ok this morning I was going to school and I hit a bump and after I went through the bump I heard a noise comming from my right front tire so this afternoon im looking at it and notice that my rim is scuffed up in the inside, so Iam thinking it could be the brakes hitting the rim and scuffing it up but its fine now its only when i hit bumps.

i cant really tell by your picture what the deal is. take some more pictures.

Well there is really nothing to take a picture of, look about an inch from the center of the rim and each spoke, do you see the gash that is about a cm long, that is what is hitting my rim.

Seems like you solved your own problem. There are many shops who can fix your rim.
