I Got Screwed!! Need Serious Help

okay i recently bought a 92 lude s automatic with 194,000 everything stock for 1500 only things wrong was few dints needs new sunroof metal(rusted through first layer of metal), and ac compressor so the man said well the car hasnt even been tagged yet, long story short i got the car home and it was leaking oil around the valve cover and near the manifold so we put it on ramps to check whats wrong and to wipe it clean, i wipe everything down that was metal and i got back into start it up to take it off the ramps and it wont start!!!
i called the guy numerous times no answer ignored calls and the thing that drives me crazy is i can open and close my windows without the car being on, the engine wont get power but the lights and everything else will, powers not getting to the starter and its a new starter so i need help to figure out whats wrong

so if yall would please tell me what to do bout the sunroof and the car not starting

i would like to change the sunroof to a glass one if its cheap

Honestly, to me it sounds like an ignition problem. You say the accessory power stays on after the car and keys are removed? I'm not completely sure what would have been the cause of it not starting. I would check the main relay to see if that is working correctly, also check spark air and fuel, maybe you messed with something when you were cleaning it up?
