How long for radiator fans to come on?

My coolant level was a bit low in the radiator so I went to add coolant and bleed the system as per the Honda/Helms manual and the engine temp came up about normal speed but the fans didn't come on.
Of course I started this just before dark so I only gave it around 15 minutes but shouldn't it have gotten hot enough to run the fans in that time?

Well I guess thats good to know.

But how would you go about checking the fans to make sure that they actually work?
