main relays arent too expensive so if you are getting spark and no fuel, then it is more than likely your main relay. its pretty rare for fuel pumps to go out on hondas.
generally if you have problems starting it moreso in hot weather rather than cold weather, that means that the circuit that closes in the main relay to send a signal to the fuel pump for fuel isnt closing because the air is expanding in the "gap" or "crack"(which isnt visible with the naked eye) and not allowing for the circuit to close/complete. therefore, your fuel pump isnt getting the signal to deliver fuel and with spark and no fuel you wont get the car to start. it tends to happen more often in hot weather, and this is another good indicator of the main relay being bad.
sorry i dont know off the top of my head if itll come with the harness, but generally geniune honda parts come solo, without any extra components. i would call the local honda dealership's parts counter and ask to be sure.
