Hesitation right before 7k RPMs - what could cause this?

I'm getting hestitation at about 6800 RPMs all the way on up to redline. It studders and it bites. What could cause this?

you have a H23...that's the fuel cutoff

Honestly now, I will suggest my advice from the old "hesitation" thread (search for it):

If it's a JDM engine it's a fuel issue, try some octane booster/race fuel get it to above 101 octane first then proceed to other stuff. I'm not too technical, but it relates to the higher compression.

If it's shaking and sounds like it's running on 2 cylinders than it is most deffinetly ignition problem. The first thing I would do is check the spark plugs and replace the spark plug wires.
