Hesitation in 1st Gear!

I have a JDM import 2.2 v-tec.

I have the following problem.

If I "floor" the accelerator in first gear when I get to around 6000 revs its as if the speed limiter cuts in and the engine wont rev any further! However if I lift off there is no such problem.

The ECU has a Mugen spec chip and the car also has an added "blackbox" that changes the ECU to speedo reading from kmh to mph.

The problem was there before the Mugen chip so its not that.

I have disconnected the "blackbox " and I still get it so I dont think its that

Any ideas?

No. It does it when its hot its not the cold engine failsafe

Mine has problems in first gear as well. It usually does it after I have been driving my car around for a while and park it and then like 10-15 minutes later when I start it and begin driving it in first, it has a slight hesitation problem only at the beginning. This hesitation lasts for 5 seconds and after that it's perfectly fine. Anyone know what could be the problem?

I have done the JDM H22A swap and I have never had this problem before the swap...
