I checked the belt AGAIN. After lining up both cams TDC I look at the flywheel and the white X appears to be off by .25"

Are you sure it wouldn't run right if the belt was off one tooth. Does anyone know please Help.

I think I found the problem. My idle was off by a couple hundred rpm's. Using a digital timing light I checked the rpm's and it was idling at 900-1000 rpm. I adjusted the screw on the throttle body and got the idle down to 700-800. At idle it fluctuates between aprox. 715 and 790 rpm, with the timing light it reads 13-17btdc(back and forth, back and forth). So when I get smogged again it Better be in that range or I'll fail again even if it's just one degree off.

I Call a Big On Ca Smog Laws.

How about ovaling out the holes on the distributor and then turning it after jumping the service connector?

That's how we adjust timing on my buddy's 5th gen, but that car has been switched over to OBD1 with the Hondata...

Now I can't get it to stay idling between 700-800, it fluctuates between 800-900 and the timing goes 18-19 btdc. It's a slight rising and falling of the rpm's, get's worse as the idle screw is closed and idle drops. Got the screw almost dead tight, doesn't want to stay at 750rpm. It keeps fluctuating back and forth slightly.
