I live in CO and have to have my car tested since I'm just finally registering here. And I failed now I trying to figure out why I'm running rich. 92 Si. After I did my JDM CC swap I noticed the check engine light come on. When I start the car the engine revs up to about 1200 rpm then slows, we'll instead of stopping it keeps dropping spead till it about dies. Then the CEL comes on and the car runs and idles perfectly. I've tried replacing the O2 Sensor and pcv valve. I also cleaned the intake and none of this seemed to help. I've been told it could be a coolant temp sensor or a vacum leak. I can't find a leak so I'm pretty much stuck.

your egr system is most likely blocked... have a shop clean that out and then restest it.

thats what mine was, and cali has VERY strict emissions testing.
