Ceramic is not a metal.
A ceramic header is usually made of a cheaper steel than stainless, then coated with a ceramic material to protect it from corrosion, and it also acts as a thermal barrier, but not very efficiently. The ceramic can crack off over time exposing the steel underneath and allowing it to corrode.
A stainless steel header won't corrode as easily or quickly (depends on the type of stainless used). They usually look good for a long time. They also cost more than a comparable ceramic header.
Performance wise, there's no difference as long as they are designed the same.
