Having majure Idle Problems on JDM swap?

I just swaped my H23 for a JDM H22 and my Idle is super low like between 100 - 400 RPMs and I try to adjust the idle thur the idle bolt but nothing is happening and when i start the car it dies because the idle is so low and i have to gas it so it doesnt die when i start it to keep the car on i have no idea what the hell is goin on here
