I Had a 93 4WS, I did a JDM VTEC swap. During the swap, I installed an RS*R catback, the OG catback.
I bought my RS*R for a VTEC car, Ryan, bought his RS*R at the same time for his Si.
The VTEC version would not bolt up to the Si cat, bolt pattern problem. The OEM VTEC cat is bigger and longer than the Si version.
I ending up using the OEM VTEC header and downpipe from the JDM motor, a Carsound Cat made for a VTEC motor and my RS*R VTEC cat back. No clearance problems with the 4WS, it even stuck out under the bumper the same distance as the Si version.
IIRC I had the use a shorter rubber thing the exhaust hanger in the rear to get the pipe to lay correctly, I think the hanger lenght differance is 4WS specific.
Bottom line. If you convert you whole exhaust system (Header-downpipe-cat-midpipe-muffler) to VTEC, it will work. It's the half Si half VTEC systems that have issues.
I was missing the B pipe, (what you have in those pics ^^) when I got my motor, I bought one for $40 from a gone PO member.
I have the OEM JDM A pipe, (the part that bolts to the head) you can have for free if you pay shipping. It has a broken stud in it still, but with a little elbow grease it can be removed. I can piost pics if your intrested.
Doh, I have the A-pipe. I still have an OEM exhaust/cat as well. I guess I just need to know if I can use the H23 Bpipe instead of the H22A B pipe (which I don't have at the moment). Otherwise, I will need to find one.
Thanks for the offer though.

The VTEC piping is bigger, you will need to find a header for a VTEC or a VTEC OEM B-pipe.
Will a stock cat from an H23 bolt perfectly to an H22 exhaust? I'm referring to the flange of the cat that's closest to the rear of the car mating with an H22 exhaust. The pic only shows the downpipes of the two so i'm a bit confused.
I have the JDM H22A A pipe and B pipe, and my H23 Cat. As said above, the cat for the H22 is both larger piping, and 1" maybe longer in length.
What this means?
if you want to use an H22 cat back exhaust with an H23 cat, you need to modify the bolt holes on the flange and basically grind the holes longer towards the centre of the piping then the bolt holes will line up. To use my H23 cat I had to do the same thing to the JDM H22 B pipe (downpipe).
I hope this makes sense ... if not I'll create and post a photo in paintbrush showing what I mean ...
Now I'm curious... I have an Si 4WS with an HKS World Sport exhaust (still boxed), and intend to swap out to a JDM H22 since hunting down oil leaks and doing maintenance on an H23 with 107k miles wouldn't be as cost-effective (not to mention I'd like the extra ponies under the hood ). Would I still be able to run the HKS WS with the JDM H22, or would I have to sell that?

I bought a vtec exhaust and paid a muffler shop 50 bucks to cut it shorter and install it. The shop I originally bought it from tried to install it but said it was too long. (Tanabe Super Racing Medallion)
Exhaust shops will do anything .. I have 4ws and no fitment problems .. it rattled a bit before I got my JDM downpipe installed against the rear control arm but its all good now ..
