h22 swap-VTEC not kicking in

We did a swap in my 92 lude which had a h23. we put in a JDM h22, changed out the ecu to p13 which came with it, plugged in the VTEC wiring and everything but there is a problem...

It seems like motor is runnig ok, but it goes into VTEC on first gear (it seems like, I can feel the push after 5,000rpm) but in 2nd-3rd it wont go into VTEC... If i take the rpms high in 3rd gear, it revs at 6500 and check engine light comes on... after the check engine light comes on, it seems like the car has no or very little power...Now it's not going in VTEC... Maybe it has something to do with the VTEC solenoid or something... but i don't know, it's starting to hurt my head...

Do you guys have a factory service manual?

What code is it throwing?

Requirments for VTEC engagement are:
Certain RPM's (cant remember, sold my lude 5 years ago)
50psi oil pressure
Warm coolant temp, 170 or warmer, something like that.

Any one of those sensors could be bad and not reporting to the ecu correctly, causing a non-vtec problem.
