He's selling an "air sensor mod" (works on pretty much any car) that supposedly gives you 20HP. I got this from the auction site.
" ADD 15 – 20 HORSEPOWER TO YOUR ENGINE
WITH OUR AIR INTAKE SENSOR MOD!!!!!
Your engine has the potential to produce more power than it currently is. Most people say they have noticed that their car performs better on colder days. This is because the intake is receiving cooler air. This timing advance kit uses a resistor to “trick your engine into thinking that it is taking in cool air all the time. This allows it to put out more power. Simple and effective. This kit shows the same results as some other modifications that cost as much as $400.00. The kit includes a resistor, with resistance optimized for your engine, and step by step installation instructions. ANYONE can do it and there are no tools or mechanical experience required. You will notice the difference right away. I have this mod installed on both of my cars and I can honestly tell you that it works great. It can be easily removed and reinstalled at any time. Shipping is only $1.00 in the U.S. and Canada and your kit will be shipped within 24 hours of your payment. Watch out for similar items selling on eBay charging excessive shipping fees (upwards of $6.00!!!!!!!). I accept Paypal, money orders (no personal checks), and cash. Thanks for looking and good luck."
All that you get is a little resistor which you can probably find at radio shack for a couple of cents. By the way, a friend bought it for his Neon. He's hesitant to try it out though.
Danger, Danger!
I'd watch out with this - They are probably trying to play with the IAT (Intake Air Temperature) sensor by changing the voltage across the sensor and telling the computer that the air is colder than it is. I believe (correct me if I'm wrong guys ) that the computer would then change the air/fuel ratio (add more fuel) and advance the timing (don't know if this would be the case on OBD-II as well as OBD-I). I think you can accomplish the same thing on an OBD-I 4th gen, by just turning the distributer slightly towards the firewall to advance timing. However, you have control of how much you are turning the distributer - while with this Ebay mod, you don't have control. If your friend tries this mod, watch for dentonation/knocking as soon as he starts the car and don't expect more than a 1hp gain on a 4-cylinder engine
Maybe for a little more money he can trick the outside air to be cooler that it really is.
---or----
Gimmie 20 bucks and i'll ship you a canister of genuine cold air (25 deg f) from Rochester NY. That should be good for 10-20 hp. My car feels faster. I can't ever get traction now. I spin the tires in every gear.
i asked him a question and never got a response!!! nuttin but BS....should of asked him to tell pple to fold their side mirrors to boost that hp up to 25....hahha...
those thinks only spin at a max of several thousand rpms. A real turbo will spool up to well over 50,000 rpms. So you may gain a few hp at low rpms, as soon as your engine really needs air it will slow it down making you lose alot more at the top then you gain in the bottom.

It's an interesting concept though... If you could find an electric motor that could spin the turbine fast enough to be worth it, but not draw so much current that your alternator bogs the motor down.... If you could make it work it could be interesting...
