Getting various parts painted, advice?

Hey, so after my little "boo-boo" with the man, his cherokee and it's trailer hitch, I bought a bumper off eBay, but it's red, and my car is white. Anyway, I took my car to a body shop the place I work at does business with, and one of the owners gave me some prices for the parts I want/need painted:

Front bumper: probably around $175, that may or may not include additional prep work (sanding and smoothing out the bumper)

JDM mirrors: $70

Lip: (if I decide to paint it) $70

mudflaps: $30-40

I think (I need a tape recorder because I can't remember anything) he said that if the bumper needs to be really sanded down well, it might cost more, but I can't remember if $175 is just the minor prep, painting and clear coating or if it includes the intensive prep work.
What I wanted to know was how easy/hard it is to prep a part like a front bumper for painting yourself, because if I can save some money by doing some work myself, I will, assuming I can do just as good a job. I also had the guy look at the reappearing rust birth mark on my passenger side, and he said two options: replace the entire 1/4 panel , or put in a filler/patch plate and shape it, then paint it. The former, well, I'm not even going to post the price he gave, because IMO, you might as well total the car if you're going to remove the rear 1/4 panels, I can just imagine water gushing into my trunk after they finish up with it, but he said $750 for the latter option. I don't have that kind of money, and I'm going to go back to the guy who originally "took care" of the rust, and explain to him how it didn't even last a new york minute.

Most places will not paint something that isnt prepped by them because if its not smooth or has anythin that looks abnormal after the paint its all on them and they would look bad because "they" painted it.

To do it yourself isnt that hard its just time comsuming and tedious. I personally hate doing it
