The bumper is definitely not easy but it's not a clutch replacement either. Get a harness, you should do it while you have the bumper off and your lights will be brighter (higher voltage.)
BTW, I thought the bumper was a huge PITA but that might be just me...

Everyone: Is there anyway to wire these so that they work just like they are meant too? With all 3 lighting opportunities, the city lights/driving lights and High beams?

As for wiring them the "JDM" way, yes you can. It has been discussed here many times and can be accomplished using relays (too sophisticated for me) so I opted for the easy way and I couldn't be happier.
Just do a search and you should find many threads discussing hooking them up with the H4 as both the high and low beam and the H1 as the city or fog light.
