I remember on google under the shopping search option they were selling a "fully built" h22 for around $10G. But the expression "fully built" depends on who you're talking to. Because there are alot of things you can do to an engine, and some people theirs "fully built" haven't exactly done EVERYTHING you can possibly do. Plus, there's the factor of whether you want turbo, supercharger, or N/A.
But cutting costs, I know you don't really mean buying the cheap Ebay rods/cams/pistons/etc. but I'm just saying, be careful what you put in. Your engine is the last place on your car you want to be cheap. Yeah, some of these items on ebay are at a decent price, but most company's that make it barely even test their product out before putting it on the market.
Google is your best friend. The more time you spend looking for parts, the better the deals are that you're going to find. If you go to hondamarketplace, they have alot of companies throwin out DECENT discounts on some parts, but finding the ones specifically for the H22 is a little more difficult. Also, if you have any tuner shops near you...hit them up. A lot of times if you go in, knowing exactly what it is you want, and you give them a price they have to beat, they'll either match it or save you a little $. But, if you take that route you have to be prepared. Know the absolute lowest cost you could find from a vendor online, and tell them.
But from what I've seen, there are a lot of factors in "fully built."
-Cold Air Intake (If you wanted N/A)
-Bigger Throttle Body
-Performance Intake Manifold
-Cams (stages, for turbo or N/A)
-Pistons (High/Low compression, bigger bore)
-New Internals (From what I hear, I think the company is Brass Eagle are supposedly good)
-Oil Pans (don't know if they really make difference in performance)
-Distributors (New caps, Rotor Buttons, Internal/External Coil)
-Spark Plugs/Wires (NGK is my personal favorite, but there are others such as MSD)
-Machine Work (Shaving the head, Angle Valve Jobs, Port and Polish)
There is A LOT more than what I've put. The list and combinations are almost endless. It all comes down to how you want your car to perform, and sound...
