Friend getting free H22A1!

A long long time ago, one of my friends broke a rod on his H22A1. Now he's giving it to my other friend...we're gonna tear it apart to check on the cylinder walls to see if anything is heavily damaged. The friend recieveing the engine wants to "do everything" possible to it in terms of engine work. Something under $5000.
My first suggestion was roller cams. Do you guys have any suggestions?

BTW, who makes roller valvetrain parts for H22s?

We looked at it today. Pulled off the oil pan. It has a spun bearing on one of the cylinders, so it needs a new crank, and new rods. We couldn't figure out how to get the head off.

the bolts are under the cams for the head. So you have to take it compleatly all apart. Keep all that stuff in order other wise youll be spending alota time at the dealer

bore it 10 over, put steel sleeves in it, low compression pistons, and turbo charge it the right way.

My friend is getting self-contradictory on what he wants to do with the engine. He wants a turbo, but he "can't afford" one, so he wants to build the motor for turbo duty and put a turbo on later. That's understandable, but now he wants that motor to have better performance while it's waiting for a turbo...but with lowered compression, turbo cams (less overlap), and other turbo-duty work.
So I told him to save up to do ALL of the work at once, but he's being wierd about it.
