Failed Smog! EGR?

I took my '93 Si. H23 to smog today and it failed.... pretty miserably. My NOx was over twice where it should be and so was the CO. I JUST did a head gasket job so the cylinders are clean and the cat has only about 5K on it.

Im wondering how to check my EGR valve/ports, and could that not working correctly be the reason for that much flucuation?

I also have an aftermarket flywheel and the guy couldnt time it, should I just put the engine at TDC and draw a timing mark on it?

Whatever I have to do to pass!!!!

My guess would be a catalytic converter. I eventually had to ask around an make friends with someone who does inspection. Good luck
