Failed to Passed Smog; High HC's in CA

96 vtec prelude 175000 Failed smog due to High HC's(will try to post printout later)
I just passed today and wanted to leave a paper trail for others who run into the same problem. It's a real PITA wading through posts on the net only to get to the end of long detailed posts and the person doesn't say if they passed or not. Here's what happened-

1st Test -

Failed- HC's double the limit, everything else passes fine. Take it to get diagnostic, shop requests O2 Sensor, Fuel Filter, Cap and Rotor. Plugs, air intake, valve adjustment, valve gasket were bought and replaced before 1st test. Shop also requests to clean EGR Runners(which he blames for the fail), and requires removal of intake manifold, EGR valve was fine.(Before test car was driven approx. 10-15 miles)

2nd Test - After doing everything the shop requested -

Failed- HC's triple the limit, everything else passes fine, drove car about the same distance before test. Take it back to shop guy say's put injector cleaner bring it back in two day's and try with him, also wants me to take the car on freeway before-hand.

3rd Test -

Passes with Flying Colors. Drove car probably 30 miles and left it running before test, granted it's winter and raining hard today.

Lesson for me was drive the car farther before the test and leave it running, might have been the issue.
