failed emissions test 3 times done everything!!

wat up guys
i have a 92 lude that is in mint condition !! i take good care of it and still cant pass emissions !!! installed new o2 sensor , cat , injector flush and test, synthetic oil , premium gas, plugs , wires , changed ECU from p14 to p39 because i have a f22b dohc jdm and the old ecu was for a h23 dohc usdm, new egr system (both) and also took out the intake manifold cleaned it out !!! on sunday after failing for the third time and being fresh out of ideas i opened the timing belt cover to find that the belt was very loose ,now as far as i can tell the car isnt missing a beat and its shifting properly even tho the belt is loose like a strand of spaghetti !! my question is does anyone know if this belt problem can be the reason im not passing? im failing on the rev test but passing the idle !!

Have you tried using a different car?

It's possible that the cam gear(s) may have jumped a few teeth due to the loose timing belt. The car would still run, but you'd probably notice a roughness to it. I think it would have a hard time passing smog if this were the case.

This happened to my old Mitsu Eclipse.

i dont notice any roughness or hesitation unless the engine is suppose to run better than it already is but its been the same since i bought the car .

What did the printout say was the reason you failed? BTW replace that belt regardless and the tensioner

u have to do the 60 mile drive cycle. where after u fix the problems u think is wrong with ur car u drive it 60 miles then go and basically wat it does is the ecu records the last 60 miles. so try the drive cycle. =]]

Maybe it is something simple. Here in New Jersey you have to wait in a long line and the inspection stations are run by the state government. Perhaps none of this even applies.

Make sure the car is completely warmed up as the cat will need to be completely 'warmed' (ridiculously hot) to function at peak efficiency. In fact, a cold cat does next to nothing. You will also need to make sure the engine is breathing properly. I have been told if you are idling for long periods that certain emissions will lurk in your exhaust system. This is usually the reason the tech revs the engine as he pulls your car up for the tests.

Oh and def take care of that belt.

thanks guys i have tried all the above and infact today i tried testing it again i turned down the air idle screw just on top of the throttle body so it would suck less air and give out less fuel , it passed the no ppm but did worse on the rest

results for this test #4 :
hc ppm limit 62 my reading 116
co% limit 0.35 my reading 6.36
no ppm limit 467 my reading 349

previous test #3
hc ppm limit 62 my reading 105
co% limit 0.35 my reading 0.49
no ppm limit 467 my reading 2461

im going to try changing the timing belt and the cat and test the o2 sensor
you guys think i should fix this problem or just do a motor swap ? maybe v-tec

hello!!! so new problem !! need help !!! i replaced the timing belt and balancer shaft belt no problem well actualy i used a belt from an 88 caravan 2.5 sohc and it fits perfect but got stuck at the water pump i replaced the water pump to a honda accord pump f series it fits great but the damn sproket is bigger and has 20 teeth where as the one that i pulled out has only 19 teeth any one have any idea on which water pump would fit ?
