I've never heard of or seen an f23 ... there is a h23a which is a jdm 2.3L VTEC motor, it is found in the accord waggons. jdmhondaparts.com had one for sale a while back ... would be a nice motor to have if you ask me..

it's an Accord SOHC VTEC with something like 150HP.

Accord motors are built for fuel economy and smoothness. 150 out of a SOHC isn't bad, we only have 10 more.

But they also have variable valve timing...and the main thing is that they are performance engines. The F23 is an Engine for a family car.

I'm guessing that the H23 VTEC in the JDM Accord wagons is tuned for TQ and not HP. The Wagon is a heavy car, not a sports coupe. . .it takes "oomph" to get it moving, not insane HP. The JDM H22 actually has slightly more hp than the JDM H23 VTEC.
