electrical question

Regarding headlights. (Not what you thread preview people think).

Just to give the history on the headlight they are JDM, however they came with all the harnesses and have been working great for the past 4 or 5 years. I wired them up as the stock USDM lights, outside low beams (h4) and inside high beams (h1). Finally I had a high beam bulb burn out, so I replaced it. These were the bulbs that came with the lights, I am happy they lasted this long. When I turned on the lights that bulb was not lighting up. Started trouble shooting and found the following.

Only getting between 8-9v to the socket.
Bulbs work great when installed on other side or hooked up to battery.
They h1 adapter is good cause I get continuity through out it.
Bulb is good.
Why would I only be getting 8-9v instead of the 11.5v?

maybe you have burnt or corroded connections.... or your wires have gotten pinched and have broken in side the insulation which could cause the short and thats why the bulb burnt out

I did consider the burnt or corroded connectors. To rule out that problem I skinned back some insulation and tested a before the connector. Same results. I guess the wires could have been come pinched and some broke, creating opens and restricting current flow. I do not think this happen as there is no evidence of the wires being pinched.

My next step will be to measure voltage the the factory harness instead of the one I splice into.

Resistance measured at 200 reads 4.8 and measuring on a continuity test measures 004.
