ECU won't reset?

Ok, so I just got my chipped p28 in my car today, and right off the bat it throws a cel code 22 (vtec oil pressure switch), and won't allow me to rev past 4500 rpm in any gear or neutral. So I checked every inch of the electrical connections-no, cleaned the vtec solenoid screen-no, and finally put a brand new oil pressure switch on it-still nothing. I've tried resetting my ecu, but even after leaving the clock/radio fuse unplugged for 15 seconds, when I get in and turn the key to the on position, it stills throws the code 22...leading me to believe that it didn't reset at all. I've searched the entire web for similar problems but none have given an answer to my problem. Any ideas?

Weren't you having problems when you tried different P13 ECUs as well?

Ya, but the one that the shop plugged in worked great. Just for laughs, I plugged in my p13 that was supposed to be messed up last night and it worked great, so I'm thinking that the vtec oil pressure switch was the culprit all along. I just can't figure out why my p28 ecu won't reset.
