ECU upgrade?

HI I did a search but it is still not all that clear to me. I have a 93 si with i/e and h soon then I was thinking an ecu upgrade. It sounds like it will not do much according to my search. I was thinking a jet v-force ar some kind of chip. Is this worth it? What kind of upgrade will give best performance for the $? If this is not a goos Idea what should my next mod be? Thanks for the help!
