Would it best for me to but a base mapped p28 or one that has been tuned i/h/e for my h22 swap??

So wait a minute,

1. a base map is pretty much something you run to get by until you tune

2. you get a tuned ecu? Or is this ecu already "pre-tuned" (not really such a thing)?

The best would be to just get a programmable ecu and get it tuned by a professional.
