ECU Fuses

When I was checking my fuses today, I noticed on the diagram it showed 2 ECU fuses. They are both 15A, and I only have the top one in. My bottom one was missing, so I put a 15A in it. When I drove it around the block, my radio and dash lights kept shutting on and off and I heard clicking when it was doing that (I guess my ignition). So I pulled off my neg and also pulled my clock/radio fuse (im not sure which one is the correct way to reset the ECU...so I did both). After resetting the ECU, the dash and radio are not cutting out anymore. What exactly could this of fixed or is it a backup? On the diagram they both say 15A (ECU).
