92 H23 auto

Car idles fine around 1050rpm but when put in gear surges just over 2000rpm!

It's a constant rev, not a surge per say.

What could this be? Vacuum leak?

I rebuilt the FITV, though I'm not sure if I adjusted the white part correctly; just cranked it all the way in.

I figured if it was a vacuum leak it would be constant and not just under load?
