crankshaft/timing belt tdc

after installing timing belt with crank & cams @ tdc, I followed the tension procedure (turning crank three teeth @ the cams, loosening tension bolt & re-tightening) & noticed that when the cams are set back @ tdc, the flywheel is not @ tdc. Which tells me, nor is the crank.

Is this correct?

Edit: you r correct

you gotta turn the crank, two full times to set fly & crank back to tdc .

the crank is not tdc nor the cams even tho their up, turn it one more time counterclockwise

While your there, what are your thoughts on not installing balancer belt? read a lot of discussions on the topic, not convinced if it's worth it.

And if I could pick your brain a little more... I picked up this lude with a F22a block & a H23 head installed. kind of an odd combination, no? other than dohc, i can't see getting any more hp out of this engine. there is the turbo direction, though. ???

damn, turn the crank over 25 times & still can't see cam's & flywheel line up @ tdc.
help!!

You don't do it by the flywheel, you do it by the crank end on the timing side, keyway slot is up. The flywheel isn't going to match since it's intentionally off a bit so that when you're setting the ignition timing with a timing light it comes out right when the engine is idling.

the fly & crank seem to match up exact when i install the belt. the shop manual says to line up cam, fly & crank at tdc.
anyway, the problem i keep having is when i put the initial tension on the belt to advance three teeth, the crank moves first before tension is created to move the cams. so the crank gets ahead of the cams in alignment.
happens every time, just can't get the slack out enough. guess i need to offset the crank a little to sync them up.

You sure you're doing it exact because I've never had a problem with manual tensioners on either H or B series that I have adjusted. With cyl 1 at TDC, loosen then tighten the adjustment bolt, turn the crank counterclockwise when looking at the crank pulley 3 teeth (if you turn it the other way it will mess up timing) then loosen and retighten the bolt.

did it just like that. buttoned everything up last night, started it up...fail. won't stay running & idles rough for the few seconds it does. i changed & bleed water pump also. maybe air bubble trapped, maybe timing off, maybe both?? work on it again tonight.
can the tension springs go bad? should they be hard to out in place? mine don't seem to do much.
