Code 45 again! I've tried everything!

I've been chasing this code 45 for quite some time. I first noticed my IAC screw was adjusted wrong and thought this to be the problem so after adjusting it I put two new o2 sensors in it.

Then it went to the dealership after it came on again and they said the EGR passages needed cleaned so they did that and I quickly put two new O2 sensors in it and hoped it was good to go again.

Now 200 or so miles again and I have the same light. I'm still getting about 320 miles to a tank which isn't bad, but I'm up for an inspection and I'd rather the light stay off for good!

This is a used engine from hmotors online with about 7k miles on it since swap. I checked the vavle adj. and everything seems great. I took off the CAI and put a stock box on. It idles great and runs good, but the back bumper is has small black specks on it after a week (i've seen much worse) and the stupid light comes on after reseting the ECU in about 200 miles or so.

Please give me some new ideas!

This car is about to be disposed of if I don't fix this soon.
