CEL supposed to come on at startup?

did a search and found something about the 5th gen, but wanted to know if the CEL is supposed to come on for a sec (to test) at startup on a 4th gen. i'm trying to find out if my CEL bulb is burned out, cuz most of the other idiot lights come on as a test at startup. thanks.
