It's a device to sense electrical load and pumps up the output from the alternator - ie if you have nothing on and the battery is fully charged, then it will cut down the voltage from the alternator to reduce drag on the engine - if you have a volt guage you will notice that it keeps going up and down from 12 to 14 volts. Everything is run from the battery and if there is a need for more juice, it brings in the alternator to supply - If you turn your lights on, it will be at a constant 14 volts since it detects a drain from the battery.

Anywhoo....

The ELD is found under and in the fuse box under the bonnet.
