Car won't suck up last 4 bars of fuel

I just recently bought another fuel pump from eBay to replace my old non-working stock pump; the pump AND filter seem to be the same size as the stock pump/filter. Even came with a replacement rubber bottom the pump sits on.

Whenever the car gets low on gas, about 4 bars, or just under 5, it sputters like the pump can't reach the gas.

Still having the same problem though. I'm just curious if anyone has had this same problem?
