Big Vtec problem.....need some input....Please....more

Okay guys here is my problem:
I finished swapping in my JDM engine, and I put in some type s cams. I broke the engine in and finally after the break in period went to get some vtec. It didn't engage at all. So I went home and reran my wires to see if they were at fault. Still nothin. I then mulitimetered my solenoid. It was at 18 ohms which is low, but with in spec. But to be sure I replaced it with a known good solenoid. Still nothing. I checked my oil level, and it is fine. Tests were done after the car had warmed up to operating temp. I need help badly! I can't think of anything else left to do.
Any input would be very helpful.

no codes then the sensors are at least giving up their reference signals.

here's a common one. remove the vtec solenoid. under it, on the housing is a floating disc with a hole in it. when you remove the solenoid that disc should rise. if it has not there is a problem with the housing.

remove and inspect the vtec solenoid/switch housing.

inside the housing is a spring loaded plunger that should freely go up and down. this directs the flow of oil to initiate the vtec cam lobes when necessary. sometimes these will become frozen after sitting 5+ years. if you can free it with penetrating solvents then do so, but forcing it to slide wont help, the build up of oxidation, etc has killed it. i priced the housing before, wasn't cheap. all i remember.
