The only thing that I'm worried about is the head, I'm not too sure if it's warped. Is there an easy way to tell without taking it to the shop? A stock h23 has 170 hp and a stock h22 has 220 hp. I feel that it would be most cost effective for me if i were to just fix the h23. 50 hp difference? No Problem. easy compensation. Any suggestions with this idea?

stock h22 does not have 220hp. Only the s-spec h22 came with that much hp. Stock h22 was usually noted between 190-200hp depending on the year etc.
And 50hp is not easy to get. Basic bolt ons will give 10-15hp tuned at best. Only serious internal mods will bring hp gains in the 30 to 50 range.
