You would have to buy the entire 4WS system and put it in your car. The 4WS is controlled by its own computer, so you an put it on any 4th Gen, but it is very expensive. Good Luck if you decide to go ahead with the project.
The easiest way would be to find a 4WS, and then swap in a VTEC motor, if that is possible. It would be pretty hard to find parts for something that isn't made anymore.
I'm not really sure if it is even really worth it.

just 2 questions guys, Firstly, can the 4ws be tunred off?? and 2nd, by a completly diff rear suspension, does it make it better/ stiffer, or is it still the same independant double wishbone suspension?? Thanxx
are you sure the rear suspension is completely different? from what I see in my service manual the only difference if that the 2WS has a lower arm B to keep the wheels straight and the rear cross-members are different I don't think the actual suspension is different. I might be wrong since I don't have a 4WS and there's none around here to compare...
I'd think a 4WS conversion would be possible to do, I thought about doing it but I don't have the money for it
Something that I've noticed in my manual and that I never seen anybody mention is that the ABS computer isn't the same for the 2WS and the 4WS. The one on the 4WS has 2 more wire going to it.
Someone correct me if aI am wrong:
4WS turns the wheels a different direction at high speeds than at low speeds (at low speeds, the wheels turn opposite directions, at high speeds they turn the same direction)
