Every car that has an ECU has OBD (On Board Diagnosis) which version your car has depending on the year...
Basically any Honda/Acura with fuel injection has ODBI, unless its 96 or newer, then its OBDII.
The '02 model year has sort of a OBDII.5 so to speak. It isnt a whole new way of doing things that would lead to the ODBIII namesake, just an revision of the OBDII system.

Stock for stock there's no difference...OBDII just has more sensors (one after the cat?) and can pick up when the orignal performance specs of the car are being modified. Then it will adjust your engine (not sure but air/fuel, timing?) to return the engine to stock performance.
So for mods, eventually OBDII will try to de-tune them based on the data it collects. So to gain full performance from mods, it would be preferable to have OBDI, which can't modify your engine performance. Someone correct me if I'm wrong...
You are 100% right. OBDI is definitely the way to go if you want to excessively mod your car and actually see a difference in performance after those mods.
OBDII all started due to stricter EPA requirements.
