On a Prelude this is almost always due to a throttle body coolant line bypass. There are coolant lines running to a thermo valve in the TB, which alter the base idle when cold. When bypassed, in cool weather, the idle can bounce up and down.
Look for the two coolant lines underneath the throttle body (going into the valve bolted up underneath it). Make sure they are there, and connected, and aren't just looped back around on each other. If they are there, make sure they aren't leaking and you might even check to be sure they aren't clogged. Now might be a good time, with a car that age, to flush the coolant and replace the thermostat, as well.
Don't dick with the idle screw unless it's missing. I've never seen one come out of a Prelude. Your problem is an idle control, messing with the screw will just change the idle speed, not affect the oscillation (which shouldn't be there).
