First off, it's VTEC. Not VTECH, V-TECH, VTAK. Sorry. It's a peeve. You can put the H22 head on the H23. I don't know the entire process of doing this, however. You'll have a higher compression ratio than stock, if I remember correctly.

Easiest way to get vtech is to go buy the phone. Instant vtech in your car.

If you're too lazy to correct text, how do you plan on finding the motivation to take on such a serious piece of work?

You should try the search button, unless you aren't motivated.

Umm...

First off... cheap boost is a silly idea as, unless you're going for minimal power gains, all you're going to do is blow an engine.

Secondly, how mechanically savvy do you consider yourself? It is not exactly easy.

Thirdly, and I think lastly for now, you could probably find a cheap USDM H22A1 VTEC and use that. Just a consideration.

JDM H22A's are cheaper than a USDM H22A1... Don't ask me why.

It's funny whenever someone new says "vtech", the whole damn thread goes down the drain. I don't get it? Don't these guys see "VTEC" when they pop their hoods? It's right there on the valve cover.

from everything ive understood you can run boost on stock h23 motor with 8psi and not damage it because of the low compression! and thats not all i wanna do of course!

You need h22: complete head, head studs, header, ps bracket (or grind the h23 one), rear water pipe, all the timing gear parts for the block, water pump, piston oil squirters (if you feel like messing around, bending them until they fit right), radiator hoses, ecu, wire the car for vtec, timing belt + gasket set, probably some other things that I've forgotten. A vtec tranny would be better to use than the long geared h23 one. You don't tap anything for oil like an ls-vtec. There's a plug on the top of the block that needs to be removed. You'll see it when you pull the head.

Umm...

For the record:
Japan Motor Import - JDM Parts and Engines $1700
Japan Motor Import - JDM Parts and Engines $1300
Japan Motor Import - JDM Parts and Engines $800, use H23 trans

Just some things I'd consider, especially the $800 deal when you'd still be using the H23 trans anyway.
